Pakistan and India Implement Consular Agreements: Prisoner and Nuclear Facility Lists Exchanged

On Monday, the Foreign Office confirmed the exchange of lists containing details of prisoners held in each other’s custody and information regarding nuclear installations and facilities between Pakistan and India.

The exchange of prisoner lists, in accordance with the Consular Access Agreement of 2008, occurred through diplomatic channels. The agreement mandates the reciprocal sharing of prisoner lists on January 1 and July 1 each year.

The Pakistani government presented a list of 231 Indian prisoners in its custody, including 47 civilians and 184 fishermen, to a representative of the High Commission of India in Islamabad. In return, the Indian government shared a list of 418 Pakistani prisoners in Indian jails, comprising 337 civilians and 81 fishermen, with an officer of the Pakistan High Commission in New Delhi.

Regarding nuclear facilities, the Agreement on Prohibition of Attacks against Nuclear Installations and Facilities, signed on December 31, 1988, requires both countries to inform each other about their nuclear installations on January 1 of each calendar year. This practice has been in effect since January 1, 1992.

In compliance with the agreement, Pakistan officially handed over its list of nuclear installations and facilities to the Indian High Commission representative in Islamabad, while the Indian Ministry of External Affairs simultaneously provided the list of India’s nuclear installations and facilities to the Pakistan High Commission representative in New Delhi.
